Norway has perplexingly become the most integrated non-integrated European country. While not an EU member state, Norway has secured extensive access to the EU’s single market and cooperates closely with the EU on justice and home affairs (JHA), economic development, defence policy, etc. However, this arrangement is increasingly being tested by recent political, economic, and security developments. As the EU evolves rapidly in response to global challenges, Norway’s outsider status is increasingly exposing the limits of its selective integration, raising questions about the sustainability of its nonintegrated integration policy.
